South TIF Pedestrian Connectivity
New sidewalk connections along Westwind Drive, U.S. 421, and Larkspur Lane, including a pedestrian crossing at the U.S. 421–Larkspur Lane intersection.
The project need
Close gaps in the sidewalk network and improve pedestrian connections between neighborhoods and commercial destinations in Michigan City’s South TIF area.
H&A’s response
H&A provided civil engineering for Construction Contract No. 1 of the South TIF Connectivity Improvements program.
The design connected sidewalks along Westwind Drive, U.S. 421, and Larkspur Lane and added a pedestrian crossing at the signalized intersection.
H&A coordinated the crossing with traffic engineering subconsultant First Group Engineering and supported the project through bidding, construction administration, and inspection.
Project context and status
Design work took place in 2021–2022. Construction was underway in 2023, with substantial and final completion certified in October 2024.
